The activity takes place in the context of the pre-FID phase of a major project in Suriname a land of opportunity, in affiliate being created and whose challenges and scope are currently being defined. The Suriname GPI is a multidisciplinary team that coordinates the development studies managed by the Client on the Deep and Shallow Water discoveries of offshore Suriname Block 58.
The technical challenges the GPI / Project will face are the reservoirs development and management, the FPSO and subsea production/injection system definition.
The Suriname GPI / Project team will be developed with the objectives to maximize economical results by optimizing the reserves, the schedule, reducing the costs and the Greenhouse Gas (GHG) emission, while maintaining the technical quality of the installations, with high H3SE requirements and focus.

The services holder is responsible for the supervision and coordination of all activities related to Health, Security, Safety, Societal and Environment matters for B58 Suriname Project during the Engineering, Procurement, Supply, Construction, Commissioning, and Installation phases, in compliance with the Cleint and TEP Suriname H3SE policies, procedures and objectives (MAESTRO), international standards and requirements :

  • To adopt and demonstrate an exemplary behavior with regards to HSSE and to implement HSSE rules and requirements within his area of services.
  • To adopt and demonstrate an exemplary behavior with regards to the Company Ethics and “Code of Conduct” policy and to promote and enforce the Suriname B58 Project Anti-Corruption Program.
  • To define, develop, implement and control implementation of the Project H3SE management system (Philosophy, Plans and Procedures) based on the Client and the Affiliate H3SE policies, rules, procedures and objectives
  • To actively promote Safety culture and awareness, and in general H3SE awareness.
  • To support the Project team on all the H3SE matters during the EPSCI Call For Tender,
  • To keep, in liaison with EP/HSE and TEP-Sur/HSE entities, track of changes related to H3SE, in regulations, standards, Company rules and inform the project on their impact on the Project H3SE management system.
  • To monitor and record H3SE activities of the project and assist Project Manager in presentations and preparation of reports.
  • To define H3SE training plan for the different phases of the Project and ensure its implementation.
  • To organize H3SE Project risk management reviews (HAZID, HAZOP, SPOT) and update H3SE Project risk register.
  • To identify and coordinate all necessary H3SE studies (performed by the Client, TEP-Sur affiliate or third parties).
  • To define, develop or have developed the whole Safety Concept for the Project – in close liaison with Package Managers and with HSSE and Safety personnel.
  • To define H3SE requirements to Contractors, review Contractors’ H3SE management systems, ensuring they are in line with Project expectations and fulfil contract requirements. Control their implementation by conducting regular safety audits of Contractors on engineering sites, on construction yards, on offshore site…
  • To collect and report H3SE statistics, analyze H3SE performance versus objectives, analyze incidents, perform investigations, organize feedback to management and personnel.
  • To ensure that actions from reviews, audits, etc. (external and internal) are implemented and completed.
  • To assist Field Operations in the preparation of commissioning and start up procedures.
  • To validate documents related to H3SE, particularly bridging documents for offshore works.
  • To ensure, in liaison with TEP-Sur/DHSE readiness of documentation necessary for Permitting / licensing related to H3SE matters, and to follow-up issue by Authorities of related and necessary Permits / licenses.
  • To ensure adequate and timely reporting to the Project Management
  • To assist the Project Management with the relations with Concessionaire / Partners specifically regarding H3SE matters and to participate in the preparation and participate (as required) to Workshops / Committee meetings with Partners and Concessionaire
  • To ensure confidentiality of all the H3SE documentation produced (whatever its support)
  • To gather ‘lessons learnt’ and provide feedback to the Client E&P entities as required

Professional Experience: minimum 15 years
High experience in Oil & Gas Projects and H3SE management                 
Fluency in English & French
