Position: Commissioning Leader

Missions / Service Dimensions
· Hierarchical relationship: Platform Package Manager
· To ensure that execution of commissioning activities by CTR are done in safe way and in line with project, requirements, schedule and milestones.
· To provide technical guidance to CTR and Vendor work teams.
· Participate to activities based on the ICAPS and OPERCOM methodology
· The Job holder may also have to be involved in his discipline activities during WHP Topsides offshore 
commissioning phases in Argentina.

Activities
HSE
· To achieve and to make achieve to the personnel, contractors / subcontractors the HSE rules of Total Austral and 
of the Company.
· To achieve the goals and annual aims of the Project.
· To participate in HSE audits and visits to construction sites.
· To raise anomalies cards for any unsafe/safe situation observed
TECHNICAL
· During commissioning phases, the job holder activity will be in two main phases:
COMMISSIONING activities preparation at CTR offices and COMMISSIONING Execution on site.
Detail activities are described below:
– Participate to KOM with Contractor/Subcontractor wrt Discipline matters;
– Review the relevant Contractor’s procedures (in coordination with his discipline);
– Monitor and control: the preparation of the ICAPS database by CTR

that CTR commissioning sequence/priorities are achievable
that CTR has enough and qualified manpower to achieve COM sequence and progress,
CTR’s daily / weekly progress preparation for the RFC and AOC dossier,
Issuance of PTW for COM activities,
Vendor mobilization plan,
Management of Punch List clearance before Sail away,
Realization and performance of the OTP,
Mobilization of temporary equipment by CTR to perform COM activities,
Factory Acceptance Test (and SAT) of critical packages at vendors premises
Interface with Onshore SITE and others EPCIC CTR,
That scope of work for SITE COM activities is properly identified,
Procurement of spare part to perform COM activites,

– Monitor the work deficiencies and ensure the implementation of the necessary corrective actions;
– Follow up on the implementation of decided action plans, or other mitigation plan issued;
– Stop & report immediately to Platform Package Manager any anomaly or non-conformity;
– Attend/Lead Commissioning meetings, and provide support to the Platform Package Manager
– Review and approve the different com tasks sheet issued by the Contractor and/or Subcontractors/Vendors’.
– Issue Non-Conformance reports or review Contractor Non-Conformance reports and validate dispositions.
– Assist reporting during all phases and more particularly the close-out report and lesson learnt.
– To verify the completeness and correctness of the RFC/AOC dossier, manage the final project documentation
and ensure the complete handover to CPY SITE Commissioning team.

· To monitor and report preparation of COW activities if any.
· To liaise with Construction Site Rep and to discuss about COM priorities

Qualifications & Experience Required
· Confirmed ICAPS knowledge, with at least 15 years’ experience in large international projects (offshore platform)
· Background with TOTAL. General Specifications
· Strong Knowledge of OPERCOM and COM methodology 
· A good knowledge of Oil and Gas Industry Standards and International codes/standards related to design, pre-commissioning and commissioning
· Fluency in English.
· Good ability to organize and to manage a team of SPV
