MISSIONS / SERVICE DIMENSIONS
• Hierarchical relationship: Project Manager
• To lead and execute Commissioning preparation
• To lead and execute Commissioning activities in safe way and in line with project requirements, schedule and milestones
• To ensure that execution of commissioning activities by Construction Contractor or Vendor are done in safe way and in line with project requirements, schedule and milestones (mostly Piping and Vessel Preparation, but also Telecom scope)
• To provide technical guidance to CTR and Vendor work teams if any.
• To ensure that ICAPS software is well administrated and managed.
• To be the guardian of OPERCOM methodology across the different phase of the project
• To develop and follow Commissioning planning and report immediately any deviation or delay
• To monitor Commissioning preparation and execution progress
ACTIVITIES
HSE
• To achieve and to make achieve to the personnel, contractors / subcontractors the HSE rules of the company.
• To achieve the goals of the Project.
• To participate in HSE audits and visits to construction sites.
• To raise anomalies cards for any unsafe/safe situation observed
Technical
COMMISSIONING activities preparation at CTR offices
– Review the relevant Vendors and Contractor’s procedures
– Prepare and have approved Precommissioning and Commissioning Management Document specially Precom and Com philosophy
– Prepare and develop commissioning procedures, among others Energisation procedures, Loop test procedure, Operational Test Procedures
– Develop Commissioning sequence and planning
– Assistance in Factory Acceptance Test (and SAT) of critical packages at vendors premises
– Interface with FSRU Contractor and Gaz company on all commissioning topics
– List of temporary equipment, tools, and spare required to perform commissioning and ensure that their procurement is done in due time
– Develop Vendor Mobilisation Plan
COMMISSIONING Execution on site.
– Lead and execute commissioning on site in safe way and in line with project requirements, schedule and milestones
– Ensure mobilization of temporary tools, equipment, and spare are done in due time
– Ensure Vendor are mobilized for their scope of work in due time and lead them during execution of their scope of work
– Lead a team made of different player (Vendor, Construction Contractor, Maintenance Contractor) to execute Electrical and Instrument Functional Test (e.g. switchboard energization, loop tests, etc)
– Execute Operational Test
– Interface with FSRU Contractor and Gaz company during commissioning activities execution
– Monitor and report commissioning progress
– Monitor the work deficiencies and ensure the implementation of the necessary corrective actions
– Stop & report immediately to Platform Package Manager any anomaly or non-conformity
– Assist reporting during all phases and more particularly the close-out report and lesson learnt.
To verify the completeness and correctness of the RFC/AOC dossier, manage the final project documentation and ensure the complete handover to CPY Operation team.
QUALIFICATIONS & EXPERIENCE REQUIRED
• Strong knowledge of OPERCOM methodology, with at least 10 years’ experience in projects and especially commissioning activities,
• Confirmed ICAPS knowledge,
• A good knowledge of Oil and Gas Industry Standards and International codes/standards related to design, pre-commissioning, and commissioning
• Good ability to organize and to manage a team of SPV
