CONTEXT & ENVIRONMENT
Resident position in France, work at project fabrication refinery.
MISSIONS / SERVICE DIMENSIONS
Hierarchical relationship: Pre-Commissioning/ Commissioning Manager (PCCM)
• To supervise a high degree of ICAPS activities during the engineering/precommissioning/commissioning activities for the entire project (Pyrolysis, Biojet, PLA and OSBL).
• To ensure proper coordination between construction, pre-commissioning, commissioning activities.
• To provide technical guidance to contractor and subcontractor work teams.
• Witness inspection activities based on the Quality Control Plan (ITP) and OPERCOM methodology
• The Job holder may also have to be involved in his discipline activities during the different phases of installation/construction and commissioning phases.
ACTIVITIES
HSE
• To achieve and to make achieve to the personnel, contractors / subcontractors the HSE rules of the Company.
• To achieve the goals and annual aims of the Project.
• To participate in HSE audits and visits to construction sites.
• To raise anomalies cards for any unsafe/safe situation observed
Technical
• During engineering, pre-commissioning and commissioning phases, the job holder shall (or shall ensure through his Yard Supervisors):
o Participate to KOM with Contractor/Subcontractor with reference to Discipline matters.
o Review the relevant Contractor’s procedures (in coordination with his discipline)
o Monitor and control: the preparation of the ICAPS database by SUBSYSTEM and Location, the implementation on worksite of the ICAPS database by CTR, if any, that pre-commissioning progress is as per COM priorities CTR’s daily / weekly progress report based on the ICAPS database, CTR’s daily / weekly progress input for PL issued and resolution via the ICAPS database, CTR’s daily / weekly progress preparation for the RFC and AOC dossier (digital or not),
o Monitor the work deficiencies and ensure the implementation of the necessary corrective actions.
o Follow up on the implementation of decided action plans, or other mitigation plan issued.
o Stop & report immediately to PCCM any anomaly or non-conformity.
o Attend, when requested, the various precom/com meetings, and provide support to the PCCM in its various reviews
o Review and approve the different precom/com tasks sheet issued by the Contractor and/or Subcontractors/Vendors’.
o Ensure that Contractor and Vendors personnel are qualified for the task they’ve been assigned to.
o Issue Non-Conformance reports or review Contractor Non-Conformance reports and validate dispositions. Intervene as necessary where warranted.
o Assist reporting during all phases and more particularly the close-out report and lesson learnt.
o To verify the completeness and correctness of the RFC/AOC dossier, manage the final project documentation and ensure the complete handover to CPY SITE Commissioning team.
• To monitor and report preparation of COW activities if any.
QUALIFICATIONS & EXPERIENCE REQUIRED
• Confirmed ICAPS expertise, with at least 10 years’ experience in large international projects (onshore and offshore project)
• Strong Knowledge of OPERCOM / ICAPS Methodology
• A good knowledge of Oil and Gas Industry Standards and International codes/standards related to design, fabrication, inspection and pre-commissioning.
• Fluency in English, speaking French is a plus.
