The LNG Bunkering project will develop in Oman a regional hub for LNG bunkering service to ultimately supply LNG as fuel to marine vessels. The feed gas will come from company’s equity gas entitlement.
The LNG Bunkering project will build a new onshore midscale LNG plant in the Economic Excusive Area of the port of Sohar.
The designated zone is a future reclaimed area delivered to the project by the Sohar Port Authorities together with a dedicated
marine Jetty through a Lease agreement.

The LNG Bunkering project foresee the following main facilities for the PLANT:
• LNG facilities with an LNG Train of about 1 MTPA capacity treating 150 mmscfd yearly average of feed gas, with associated inlet facilities, gas pre-treatment, HHC removal, Liquefaction, NRU, LNG storage tank and utilities systems with necessary storages. Marine facilities with a jetty fit with offloading facilities for bunker vessels and/or LNG Export Carriers.
• Utilities import facilities from third parties,
• Power import facilities from a dedicated new-built Solar Plant and/or from national grid,
• Operating support facilities.
• The plant is designed to allow additional train of 1 MTPA (bringing the capacity to 2 MTPA).
• This requirement is considered in the design and the layout and with minimum associated investments for execution.

Gas Transportation will be done by OQGN Company through a Transportation Agreement contract (OPEX). LNG Bunkering Project will be the first LNG Plant and first Bunkering facilities operated by the company and the first operation of the company in Oman.

The Service Holder’s overall responsibility is supporting the LNG Bunkering Project in Contracts & Procurement management during the FEED Update and Execution phases.
The Service Holder is accountable for leading the contracts, procurement and expediting activities also adding the evaluation and negotiation of any contractor’s claim; support the Project Control and Project Team in all matters relating to Contracts & Procurement area and shall contribute to delivery of the project in time, in budget and in accordance with HSE standards.
It is responsible for all the activities relative to the Project in the following domains:
1. Responsible for managing and overseeing all aspects relevant to the prequalification, preparation, issue, receipt, opening and assessment of tenders and award of contracts.
2. Represent LNGB team on Contract issues at both internal and external meetings.
3. Provide Contracts and Procurement advice to LNGB team.
4. Ensure Contract Variations are identified early and advised to Package Contract Representative.
5. Preparation of documents for presentation to TEP Oman Contracts Committee and various JV approval committees.
6. Participate in Contract audits, reviewing records for accuracy and conformance to standards.
7. Ensure commercial and contractual correspondence with contractors is efficiently handled.
8. Liaise with project team members to ensure commitments and milestones are achieved and liaise with Contractor to expedite progress mindful of foreseen liquidated damages.
9. Maintain time and payment schedules and milestones as per pricing mechanism and advise payment terms accordingly.
10. Maintain contract payment position and prepare periodical contractual credit and liability statement in accordance with provisions of contract.
11. Administration of legal issues related to damages, claims, disputes, litigations.
12. Provide advice and seek counsel on contractual, commercial, taxation insurance and legal issues.
13. Input into weekly and monthly contracts and procurement status reports.
14. Ensure ICV objectives are being considered and implemented in all contracting activities.
15. Negotiate Contract Variations with contractors.
16. Manage and participate in the development, compilation, sourcing, pre-tenders, Invitations to Tender, tender openings, and evaluations of proposals received including all requests for qualifications for any contract.
17. Providing contract/procurement advice to relevant managers.
18. Ensure that procurement and contract administration is being carried out in the most efficient and cost-effective manner utilizing the company /JOA approved procedures.
19. Prepare and/or supervise creation of Contracts Committee submissions (Prequalification Plan, Procurement Plan, RFA & RFV)
20. Ensure market trend investigation and benchmark activity within the industry is efficiently performed to ensure contractors & suppliers are quoting competitively and in line with the industry standard
21. Assist with project planning and budgeting – particularly in respect to contracts and procurement activities
22. Coordinate on contractual, commercial, taxation, insurance, and legal issues with relevant internal stakeholders.
23. Provide input to contracts and procurement reports.

Internal Methods and Organization
• The Service Holder has the responsibility of implementing and maintaining a Project Management and Control System including internal Project Procedures based on Reference Agreements and declined from upper TEPOD procedures.

• The Service Holder has the responsibility to provide Project Controls Manager and the Project Director with all the elements to ensure efficient internal and external communications according to relevant regulations.

The Service Holder is also responsible for all activities related to communication with Tenderers via TGP communication system during the Call for Tender process.

The Service Holder shall, in the performance of these responsibilities, contribute to minimize the project exposure via the anticipation and negotiation of contractual changes.

The Service Holder shall liaise actively with Package Managers and Project Director.

The Service Holder reports to the Project Controls Manager.

Professional Experience:
• Minimum of 15 years in Contracts & Procurement experience (preferably in Oil/Gas Industry).
• Experience in a supervisory position.
• Experience in contract formulation activities, systems and processes coupled with a superior working knowledge of engineering, construction and service delivery practices operating in Fabrication/Construction yards.
Experience in similar position: +15 years

Education Level / Diploma:
• Engineering/Quantity Surveying qualification, Business Administration, Law or equivalent professional qualification.
Languages: English and French (no mandatory)
